[HDRP] 90-100% GPU usage when Volumetric Clouds Override isenabled
How to reproduce:
1. Open the "1387970_Repro.zip" project
2. Open a GPU performance monitoring program (such as Task Manager for Windows)
3. Open the Scene "OudoorsScene"
4. Open the Game View
5. Set the Game View resolution to 4K (3840x2160)
Expected results: The GPU usage doesn't go above 40% of usage
Actual results: The GPU usage is 90-100%
Reproducible with: 13.1.0 (2022.1.0a15), 13.1.5 (2022.1.0b9), 14.0.0 (2022.2.0a5)
Not reproducible with: 13.0.0 (2022.1.0a12)
Could not test with: 10.8.1 (2020.3.30f1) and earlier because the Volumetric Clouds Override was introduced in HDRP 12.0.0
Note:
- On 2022.1.0b1 - 2022.1.0b9 having only Volumetric Clouds enabled would use ~50% of GPU and enabling Visual Environment alongside would use 100% GPU
