How to reproduce:
Create a new Unity project with a 3D (URP) template
Expected results: No errors in the Console window
Actual results: “has no meta file, but it's in an immutable folder. The asset will be ignored.” errors in the Console window
Reproducible with: 2022.1.21f1
Not reproducible with: 2020.3.41f1, 2021.3.13f1, 2022.1.22f1, 2022.2.0b10, 2023.1.0a16
Reproducible on: Windows 10

We're experiencing this on 2 projects (one running 2020.3.38f1, the other 2021.3.2f1), even though the projects work fine on other PCs. We haven't been able to identify any local changes that might've caused this.
