GUI.Toolbar elements do not display their tooltips when hovered over with a mouse
To reproduce:
1. Open the attached project
2. Open the Scene view
3. Press on any object in the Hierarchy so that the Editor window would appear
4. Hover over "testButton" in the "TEST" window
A tooltip "tooltip" appears
5. Now hover either over "test1" or "test2"
A tooltip doesn't appear by hovering over any of those
Expected: hovering over GUI.Toolbar elements shows their tooltips
Actual: hovering over GUI.Toolbar elements does not show their tooltips
Reproduced on: 5.6.0a1, 5.5.0b10, 5.4.2p2
