GUI.Toolbar doesn't work inside PropertyDrawers
To reproduce:
1. Open project "workbench-4.3"
2. Open scene "layoutbug"
3. Select GameObject
4. Expand "Test Dictionary". Notice how to buttons appear on the top left corner of the inspector
Note: if you were to click the Test Dictionary rectangle, the buttons would appear to get clicked.
