Objects with Universal Render Pipeline/Particles/Lit shader are always lit up when changing their Rendering Layer Mask
How to reproduce:
1. Open the attached "Particle Layers.zip" project
2. Open the "Bug" scene
3. Enter Play mode
4. Observe the particles in Game view
Actual result: The particles on the right are lit, despite their Rendering Layer Mask being set to a different one than the Point Light
Expected result: The particles on the right are not lit by the Point Light
Reproducible with: 2023.1.0a1, 6000.0.66f2, 6000.3.6f1, 6000.4.0b6, 6000.5.0a5
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Note: Selecting a different shader for the "Particles" material, for example the Universal Render Pipeline/Lit will have the expected result
