[GLES3][Adreno] Graphical artifacts are rendered on Adreno 630 with Android 9
Key components for reproduction: Android 9, GLES 3 and Adreno 630
Running on Vulkan does not reproduce the issue
To reproduce:
1. Build and run the attached project "TestBug.zip"
2. Observe the screen
Result: colored flickering textures are seen on the custom shader applied
Reproduced in: 2017.4.22f1, 2018.3.8f1, 2019.1.0b6, 2019.2.0a7
