GameObject center indicator is offset whilst resizing GameObject to the point where center indicator is no longer visible
How to reproduce:
1. Open up any project
2. Create a 2D GameObject
3. In Scene View squish GameObject using the "Rect" Transform Tool
4. Observe the new oval center indicator without letting go of the mouse
Actual result: The center indicator that replaces the blue center indicator appears in the old centers position until mouse is released
Expected result: The new oval transparent indicator should appear at current GameObjects position center and is updated live in the same way as the blue center indicator with which you can manipulate the GameObjects position
Reproducible with: 2020.3.41f1, 2021.3.11f1, 2022.1.20f1, 2022.2.0b12, 2023.1.0a15

Resolution Note (2020.3.X):
Canceling port to 2020.3. This is a low user pain issue and is already backported to 2021.3.
