Game view scale is reset after changing game view size
Steps to reproduce:
1. Create a project
2. Zoom the game view using the scale manipulation
3. Resize game view
Expected behavior:
After changing the game view scale it should keep it's changed value even after resizing the game view.
Actual behavior:
Changed game view scale changes back to default after resizing the game view.
Workaround:
After the scale resets, change it's value again.

The answer is simple.
Choose only aspect ratio (without pixels)/ For ex. 9:16 portrait or album
If you choose fixed resolution - system uses a resolution of your monitor and show only part of your game which can be placed in your game view zone

Not fixed in Unity 2018.3.10f1. Sometimes it works fine but most the time it's not.

I have no idea why a multi million dollar company cant fix this problem,
it exsist in unity 2018.3.8
if you newly install it, and play in the editor, it will zoom in your game automatically.

I don't understand why they can't add a little lock-icon to the scale.

Better workaround:
1. Press "Play"
2. In Game View, after the scale resets, change it's value to fit the screen.
3. While in play mode, close Unity and click "Save" when it asks.
4. Start Unity again.
5. Problem solved (at least in Unity 2018.3.0f2)
