Fullscreen Effects are not offset per eye in VR
Steps to reproduce:
1. Download and open the attached project
2. Enter Playmode in VR
3. Observer game view in the Editor
Expected result: vignette effect is offset to the right(left eye)
Actual result: vignette effect is centered
Reproduced on 2017.4.11f1, 2017.4.12f1, 2018.1.0b5, 2018.1.9f2, 2018.2.14f1, 2018.3.0b7, 2019.1.0a6, 2019.2.0a7
Not reproduced on 2017.2.4f1, 2017.4.10f1, 2018.1.0a1, 2018.2.0b4
