FSBTool runs out of memory when import large audio clip

To reproduce:
1. Import attached audio file (noise_large.wav)

Actual: Audio file fails to import and following error is thrown in console:

Errors during import of AudioClip Assets/noise_large.wav:
FSBTool ERROR: Run out of memory.
FSBTool ERROR: Run out of memory.
FSBTool ERROR: Run out of memory.

UnityEditorInternal.InternalEditorUtility:ProjectWindowDrag(HierarchyProperty, Boolean)
UnityEngine.GUIUtility:ProcessEvent(Int32, IntPtr)

Expected: Large file import shouldn't fail

Reproducible: 2017.01b4, 5.6.0p3, 5.5.3p3, 5.3.8f1

Not reproducible on macOS.
