Frame Debugger gets disabled when exiting maximized window
How to reproduce:
1. Create a new project
2. Open "Frame Debug" window
3. Enable "Frame Debug"
4. Maximize "Frame Debug" window
5. Exit maximized window (disable Maximize) and observe the window
Expected result: the "Frame Debug" remains enabled
Actual result: the "Frame Debug" gets disabled
Reproducible with: 2017.4.19f1, 2018.3.3f1, 2019.1.0b1, 2019.2.0a2
