First layout preset in the list disappears when Editor is recompiled
To reproduce:
1. Create and open a new Unity project
2. Select Window > Layouts
3. Observe the first layout preset in the list (Rever factory settings if no presets are available)
4. Select Assets > Create > C# Script
5. Select Window > Layouts
Expected result: The first layout preset is still available in the list
Actual result: The first layout preset is removed from the list
Reproducible in: 2019.3.0f2, 2019.4.6f1
Not reproducible in: 2018.4.26f1, 2019.3.0f1, 2020.1.0a1, 2020.1.0f1, 2020.2.0a19
Note: The layout preset is not deleted, it's only not being displayed in the Editor - reopening the project solves the issue
