File gets moved to the Asset folder when trying to move it elsewhere within a custom package
How to reproduce:
1. Open the user's attached project
2. In the Project window open Packages > TestPackage > Editor
3. Drag the EditorExample.cs Script to the TestPackage > Runtime folder
Expected result: The EditorExample.cs file gets moved to the Runtime folder
Actual result: The EditorExample.cs file gets moved to the Assets folder
Reproducible with: 2021.1.0a10, 2021.1.0f1, 2021.2.0a10
Not reproducible with: 2018.4.33f1, 2019.4.23f1, 2020.2.7f1, 2020.3.2f1, 2021.1.0a9
