Failed to load window layout when Editor tries to create new asset from SettingsProvider callback at startup
How to reproduce:
1. Open the attached project (case_1322299-EditorError)
2. Go to Edit > Project Settings
3. Select the Test tab
4. Dock the Project Settings window somewhere in the Editor
5. Close project
6. Open project
Expected result: The layout loads successfully
Actual result: There is a Failed to load window layout popup and console errors
Reproducible with: 2018.4.32f1, 2019.4.21f1, 2020.3.1f1, 2021.1.0f1, 2021.2.0a9
