"Failed to load openxr runtime loader." error is thrown when entering Play Mode in the VR and MixedReality templates
*Steps to reproduce:*
1. Create a new project using the VR or MixedReality templates
2. Enter Play Mode
3. Observe the Console window
*Actual results:* "Failed to load openxr runtime loader" error is thrown
*Expected results:* No errors are thrown
*Reproducible with versions:* 1.13.0(6000.0.25f1)
*Not reproducible with versions:* 1.12.1(6000.0.24f1)
*Tested on (OS):* macOS Sonoma 14.6.1 (M1 Pro)
