The "Shader error in 'AE/Leaves': "Undefined punctual shadow filter algorithm"" error appears when build completes on a specific project

Reproductions steps:
1. Open the attached “repro_IN-86952“ project
2. Open the “Build Profiles” (“File → Build Profiles → Windows → Build“)
3. Observe the Console once the build finishes

Expected result: No errors appear
Actual result: The "Shader error in 'AE/Leaves': "Undefined punctual shadow filter algorithm" at /<projectPath>/Library/PackageCache/com.unity.render-pipelines.high-definition/Runtime/Lighting/Shadow/HDShadowAlgorithms.hlsl(61)" error appears

Reproducible with: 6000.0.25f1, 6000.1.0a2
Couldn’t test with: 2021.3.45f1, 2022.3.51f1 - Can’t build the Player because the “BuildFailedException: GraphicSetting's HDRenderPipelineAsset Assets/Settings/HDRPDefaultResources/HDRenderPipelineAsset.asset is a non updated asset. Please use HDRP wizard to fix it.“ error appears and the “Fix“ button in the “HDRP Wizard” doesn’t work

Reproducible on: Windows 10 (22H2)
Not reproducible on: No other environments tested
