"Failed running" errors when building with IL2CPP
Steps to reproduce:
1. Open User-supplied project
2. Build on Win IL2CPP
Expected: build succeeds
Actual: build fails
Reproduced in: 2019.3.4f1, 2019.3.6f1
Not reproduced in: 2019.2.21f1 (can't build, package errors), 2019.3.3f1, 2020.1.0b2 (can't build, package errors), 2020.2.0a3 (can't build, package errors),
