"Failed PVRTC compression" when packing compressed variant Sprite Atlas with Scale < 1 on iOS
1. Open attached project
2. File > Build Settings > Switch Platform to iOS
3. Click on "sd" variant sprite atlas (Scale < 1 to repro)
4. In Default tab, set Compression to either Low/Normal/High
5. Pack Preview
Expected: No errors, atlas packed
Observed: "Failed PVRTC compression", atlas appears corrupted
Occurring on: 2017.1.0f3, 2017.2.0b9, 2017.3.0a6 (current latest trunk)

Happened in Unity 2018.4.10f1 recently for 1 out of 100 NGUI atlas png. Reason unknown.

I have this issue with the version 2017.4.22f when I build on iOs platform.

It seems it's back in unity 2017.3.1p2 at least ... when compressing to Android SpriteAtlas
