Exception is thrown when building a project offline
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Assets/Scenes/SampleScene.unity“ Scene
3. Disconnect from WIFI/Internet
4. Build the project (File > Build and Run>)
5. Observe the Console window
Expected result: No errors are thrown
Actual result: “Exception occurred attempting to connect to Unity services. Native symbols will not be uploaded for this build” error is thrown
Reproducible with: 6000.2.0f1
Reproducible on: Windows 11, Mac
Not reproducible on: No other environment tested
