EntityQuery.IsEmpty does not respect change filters being modified in pending jobs when Job Threads are used
How to reproduce:
1. Open the user's attached project("EntityQueryIsEmpty.zip")
2. Enter Play mode
3. Observe errors
Expected results: EntityQuery.IsEmpty returns false
Actual results: EntityQuery.IsEmpty returns true even though the previous system writing to Translation
Reproducible with: 2020.1.14f1, 2020.2.0b12( ECS 0.16.0-preview.21)
Could not test with: 2018.4.29f1, 2019.4.15f1, 2021.1.0a7 (Couldn't downgrade/upgrade)
