Enabling loop and Changing playback speed starts video playback
To reproduce:
1. Open attached project
2. Run Scene
3. Wait until video finishes playing
4. Enable loop
5. Change playback speed
Actual behaviour: macOS: Video is resets to first frame when loop is enabled and playback speed change starts video playback (Only with H264 codec).
Windows 10: Video is resets to first frame when loop is enabled, but doesn't start playing when playback speed is changed.
Android: Video is resets to first frame when loop is enabled, but doesn't start playing when playback speed is changed.
Expected: Video shouldn't be reset to first frame when loop is enabled and playback speed changes should start video playback.
Reproducible: 2017.1.f3, 2017.2.0b5, 2017.3.0a2
