"ENABLE_INPUT_SYSTEM" flag is true even when the "InputSystem" package isn't installed

Reproduction steps:
1. Open the attached “repro_IN-88634“ project
2. Open the “Assets/OutdoorsScene.unity“ Scene
3. Observe the Console

Expected result: No errors appear
Actual result: “Assets\TestInputSystem.cs(4,19): error CS0234: The type or namespace name 'InputSystem' does not exist in the namespace 'UnityEngine' (are you missing an assembly reference?)“ error appears

Reproducible with: 2021.3.46f1, 2022.3.53f1, 6000.0.29f1, 6000.1.0a6

Reproducible on: Windows 10 (22H2), Windows 11 (10.0.22631) (user’s)
Not reproducible on: No other environments tested

    We have reviewed the issue carefully, and in this case, the team is unable to prioritize fixing this bug. There are a number of reasons we make this decision, including the impact and severity of the issue across our user and customer base, and the possibility that future plans may solve the problem in a different way, or that a workaround for the bug may be available.

    ENABLE_INPUT_SYSTEM is set by enabling the Input System in Player Settings. A simple workaround for the issue you're facing is to disable the Input System backend.
