EditorGUI.TagField and similar drop-downs do not show mixed values when multi-editing in the Inspector window
How to reproduce:
1. Create a new Unity project
2. In the SampleScene select both 'Main Camera' and 'Directional Light' GameObjects
3. See the 'Tag' field value
Expected result: the value is marked as a dash, since both selected GameObjects have different Tags('MainCamera' and 'Untagged')
Actual result: the value is 'Untagged' even though both selected GameObjects have different Tags('MainCamera' and 'Untagged')
Reproducible with: 2017.4.29f1, 2018.4.3f1, 2019.1.9f1, 2019.2.0b9, 2019.3.0a9
