Editor navigation. Pressing SHIFT key no longer increases Editor camera speed
Reproduction Steps:
1. Open any project/Editor
2. Try moving around in the Scene View with arrows
3. Press SHIFT key while moving
Expected: It starts moving faster as it did on older versions
Actual: Almost no change in speed.
Note: If SHIFT key is repeatedly pressed, it is easy to notice that camera movement increases on press every time button is down, but does not increase while it is pressed.
Regression Started in 5.4. Does not reproduce on 5.3 or lower.
Reproduced in versions: Unity 5.4.0b12, 5.4.0b17, 5.4.0b18
