[Editor][Scene view] navigating scene view performance regression
Steps to reproduce:
1) open users attached or an empty unity project
2) navigate scene view with WASD + Shift + mouse
Results: freezing sceneview from 1 to 5seconds
Sometimes it is not reproducible and needs to play/stop game->continue navigating or close/open project
Expected: Navigating without any freezes
Reproduced: 5.3.3p3, 5.4.0b9
Not reproducible: 5.1.4f1, 5.2.4f1, 5.3.0f4
