Editor crashes with out of memory while importing a lot of assets (mostly textures) at once, on Windows/DX11

The issue seems to be that during a texture import, video memory usage keeps on rising, eventually runs out of GPU VRAM, starts to use system memory, and eventually can run out of that too. Seems specific to Windows & DX11 graphics API.

How to reproduce:
1. Open the attached project

Reproducible with: 2018.4.33f1, 2019.4.24f1, 2020.3.1f1, 2021.1.0b12, 2021.2.0a10

Notes:
- The textures inside the project generate a 20+GB Library folder
- The project opens without a crash when opening it again

    Still happening when trying to update a project from version 2020.3.35f1 to any other more recent (tried with 2021.3.6f1, 2021.3.13f1, 2022.1.23f1)

    It happen many time since I migrate on 2021.3 TLS... I regret so to not have keep my project on 2020...

    Still happening in 2020.3.20 DX12:

    Updating a project from 2020.3.16 DX12 crashes with "out of memory" (15GB+ Working Set, 38GB+ Private Bytes) and never finishes update.

    We are all also seeing this on DX 12 also just to add some input on this.
