To reproduce:
1. Create a new project
2. Go to Project Settings > Player > Other Settings
3. Have two+ different graphics APIs in a list
4. Drag one of the APIs above/below other

Expected: They switch positions
Actual: Nothing happens and you get NullReferenceException in the console

Tested and reproduced on Linux and Windows 10

Reproducible on Mac 10.14 as well with Unity 2019.2.0a12

Can we bring this fix to the 2018LTS version? Can't even change the Animator Layer order with that issue.

What you can do is open controller file as .txt in any editor (like notepad++) and reorder parameters manually there. This is the last resort workaround but if you're as anxious about ordering stuff as I am there it is.

I have this error in 2019.3.0a5. Makes it extremely difficult to get animator controllers worked out, since I can no longer reorder anything :(

Everyone, submit bug reports again if it still happens. That's the only way they'll notice it.
