[DX12] System Used Memory rapidly increases when Hybrid Renderer V2 is used

How to reproduce:
1. Open the user's attached project ""
2. From the Project tab, open Assets/CommonAssets/Base.unity
3. Open the Profiler (Window > Analysis > Profiler) and click on the Memory module
4. Enter Play Mode
5. In Game View, click Next, until test 5/29 is reached
6. Observe System Used Memory in Profiler

Expected results: System Used Memory either doesn't increase or increases slower and not by much
Actual results: System Used Memory increases rapidly and reaches from around 3GB to around 7GB in 10 minutes

Reproducible with: 2020.3.5f1, 2021.1.4f1 (Hybrid Renderer 0.11.0-preview.42)
Could not test with: 2018.4.34f1, 2019.4.24f1 as Hybrid Renderer V2 requires URP 9.0.0 or higher, 2021.2.0a13 due to package-related errors

    Fixed in DOTS Hybrid Renderer 0.11.0-preview.43, available in 2020.1.9f1 and above
