DX12 Projects close and are not being created when creating XR Templates on an XPS 13 Arm Device
Steps to reproduce:
- Create a VR, AR or MR Template Project from Hub
- Open Game View
OR if Editor defaults to DX11
- Create a VR, Ar or MR Template and change Graphics Api to DX12 in Project Settings > Player
- Open Game View
Actual results: The Editor closes without crash most of the time, project is not created and removed from Hub or Editor hangs on repaint processes

Tested on (OS, device): Windows 11, Arm (XPS 13 9345 Laptop)
Did not reproduce on: Windows 11, Arm (Surface Pro 9 Tablet)
