[DX12] "Failed to create heap" error is thrown on switching graphics API to DX12
"Failed to create heap" error is thrown on switching graphics API to DX12. Refer the attached video
Steps to reproduce:
1) Create a new project
2) File > Build settings > Player settings > Other settings
3) Switch graphics API to DX12
Actual result: "Failed to create heap" error is thrown in console
Expected result: No error is thrown in console
Occurring in: 2020.2.0a13, 2020.2.0a12
Working fine in: 2020.2.0a11, 2020.1.0b10
