[DX12][Editor] Closing editor in DX12 mode brings up Bug Reporter
Every time the editor is closed in DX12 mode the Bug Reporter is opened, even though there is no evidence of a crash (crash dumps included anyway)
Repro Steps:
1) Enable DX12 in editor (-allow-d3d12 command line argument)
2) Open attached project
3) Close editor
4) Bug Reporter opens
