[URP]Discolored bands appear when using OpenXR with shadow cascade edges
Reproduction steps:
1. Open user attached project "TestOXRBug.zip"
2. Open File > Build Settings
3. Click “Add Open Scenes”
4. Click “Build And Run”
5. Move around the scene using arrow keys
Expected result: No discolored bands in the scene
Actual result: Discolored bands appear in the scene
Reproduced with: 1.6.0 (2022.2.9f1), 1.7.0 (2021.3.24f1, 2022.2.17f1)
Could not test with: 2020.3.47f1, 2023.1.0b14, 2023.2.0a13 (broken shaders)
Reproducible on: Windows 10
Note: Issue reproduces on MockHMD
