Disabled Built-in Package Modules are included when Building the project
How to reproduce:
1. Create an empty project
2. Disable all Built-in Packages in the Package Manager
3. Build the project
4. Inspect the contents of <project_name>_Data->Managed folder
Expected result: Disabled built-in Package Modules are not included in the Build
Actual result: Disabled built-in Package Modules are included in the Build
Reproducible with: 2018.4.13f1, 2019.2.15f1, 2019.3.0f1, 2020.0a15
Couldn't test with: 2017.4.35f1 (Package Manager does not exist)
