Directional lights flicker when placed at the edge of a volumetric cloud
How to reproduce:
1. Open the attached "flickering_clouds_issue" project
2. Open the "OutdoorsScene" and enter Play mode
3. Select the “Sun” GameObject in the Hierarchy tab
4. In the Inspector, change the rotation fields of the Transform component to position the light at the edge of a cloud
5. Observe the result
Expected result: The light is not flickering
Actual result: The light is flickering
Reproducible in: 2021.3.37f1, 2022.3.24f1, 2023.2.18f1, 2023.3.0a13
Not reproducible in: 6000.0.0b14
Fixed in: 2023.3.0a14
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Notes:
* Also reproducible in Player, but the result is less noticeable
* The issue is less pronounced when the “Ghosting Reduction” feature is disabled in the settings of the Volumetric Clouds
* The issue is more pronounced when observed in a smaller window or at a lower resolution
