Deleted scene selection is wonky in the Build Settings
Steps to reproduce:
1. Open the attached project
2. Open the Build Settings window (File>Build Settings)
3. Select the fourth scene from the top (empty field representing a deleted scene)
To reproduce manually, follow these steps:
1. Add 6 or more scene to the scene list
2. Delete every second scene from the Project Window
3. The selection will fail in the same way as seen in the video/attached project
Expected result: a single row is selected
Actual result: multiple empty fields are selected
Reproducible with: 2020.3.43f1, 2022.2.0a1, 2023.1.0a26, 2023.1.0b10, 2023.2.0a7
