Default presets (e.g. transform, camera, light) are not applied when creating a new Scene
How to reproduce:
1. Open the attached 'project-1213372.zip' project
2. In the Hierarchy window select 'Main Camera' and observe the Camera Preview in the Scene window
3. Create and open a new Scene
4. In the Hierarchy window select 'Main Camera' and observe the Camera Preview in the Scene window
Expected result: new scene's Camera Preview matches the previous Scene's Camera Preview (is red)
Actual result: new scene's Camera Preview DOES NOT match the previous Scene's Camera Preview
Reproducible with: 2018.4.16f1, 2019.2.19f1, 2019.3.0f6, 2020.1.0a20
Could not test with: 2017.4.36f1 (presets not available)

Firstly, thanks for reaching out re-this case.
We've had some discussions with the scene teams re-presets, & whether they should apply to new scenes. In the end, we reached the decision that they should not - it throws up too many issues with Templates and so on. That said, thanks for reporting this - it wasn't a use case we'd considered!
