Decals render incorrect motion vectors (use the fallback shader instead of being skipped)
How to reproduce:
1. Open the “DecalShakeBug.zip“ project
2. Open Scene “DecalBug”
3. Enter Play Mode
4. Observe the GameObject “Grating“
Expected result: The decal doesn’t shake
Actual result: The decal shakes
Reproducible with: 2022.2.11f1 (the shaking exists, but is a lot more subtle), 2023.1.0b8, 2023.2.0a6
Can't test with: 2020.3.46f1 (URP-HighFidelity-Renderer is missing RendererFeatures), 2021.3.21f1 (No TAA option)
Reproduced on: macOS 13.0.1 (Intel), Windows 10 (by the user)
