'd3d12: Profiler is enabled, but stable power state is not' is logged to the Console when opening project
How to reproduce:
1. Open the attached project
2. Open Scene 05
Expected result: No d3d12 related messages are logged
Actual result: 'd3d12: Profiler is enabled, but stable power state is not. GPU timing errors are expected.' is logged to the Console
Reproducible with: 2020.3.5f1
Not reproducible with: 2021.1.0a1, 2021.1.4f1, 2021.2.0a13
Could not test with: 2018.4.33f1, 2019.4.24f1 (crash when downgrading version)
Note:
1. There is a significant FPS difference in the Scene View between 2020.3.5f1 and 2021.1.4f1

Having this issue in both 2022.2.12f1, and 2021.3.18f1.
Switching from DX12 back to DX11 resolves, but I want to use DXR which is only available with DX12.
Seeing a 13% ave drop in framerate from DX11 to DX12 in 2022, and a 12% ave drop in framerate from DX11 to DX12 in 2021.
