Custom and built-in menu items stop working when a project has lots of menu items
How to reproduce:
1. Open the user's attached project
2. Open Window>Rendering>Lighting
Expected results: The Lighting window opens
Actual results: The Lighting window doesn't open
Reproducible with: 2022.3.30f1, 2022.3.31f1
Not reproducible with: 2021.3.39f1, 2022.3.29f1
Could not test with: 6000.0.4f1 (compilation errors in the Console window)
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested

2022.3.34f1 user here, also having this issue (had to roll back to the 2022.3.27f1).
It is supposed to be LTS and it breaks fundamentally for several versions now.

I'm the original reporter of this issue.
Today, I upgraded my project to Unity 2022.3.33f1, but the issue still occurs.
