Creating UI on a disabled UI parent also adds new UI Element that's the same as parent every time
To reproduce:
1. Create new project
2. In Hierarchy create Canvas, UI -> Canvas and disable it
3. Create Image on the same Canvas, Canvas -> UI -> Image
Actual results: new Canvas is created every time new UI Element is added on the Canvas
Expected results: only the UI Element is added on the Canvas
Reproducible with: 2018.3.0a6, 2018.3.0b11, 2019.1.0a10
Not reproducible with: 2017.3.2f1, 2017.4.16f1, 2018.1.9f2, 2018.2.17f1, 2018.3.0a5
