[Vulkan][Win64][IntelHD520] Crashed when importing a skeleton sprite sheet from the A

The project crashed when importing this asset from the Asset store: https://assetstore.unity.com/packages/2d/characters/2d-cowboy-skeleton-24168
The stack seems to point to graphics crash though. I had my project setup to use Vulkan.

Repro steps:
1. Download this project
2. Open it with Unity 2018.3.0b6
---> this is an 100% repro for me, on my Lenovo ThinkPad T460s laptop, even after updating the drivers to the latest available on their site (from June 2018).
My GPU is Intel HD Graphics 520
Cannot reproduce this if i delete the project settings so that the renderer goes back to DX11
