I am seeing the same behavior in version 5.2 on Windows (both Windows 8 and 10).
To reproduce:
Start a new (empty) project
Drag and attempt to reposition the console frame in the UI
Expected result: the Console frame moves and is successfully positioned
Actual result: the Console frame sometimes moves a little, but crashes mid-drag. (sometimes the crash happens before the dragging animation is visible.)
This happens with some other frames as well. It just happened to me again with the Hierarchy panel, but the Project panel seems to be moving fine.
