Crash on nativeUnity_IsVuforiaVRDeviceReady when AR camera detects an Image Target
To reproduce:
1. Open attached project
2. Make sure you have a camera attached
3. Press Play button
4. Make a camera to detect the GoproHero3+ picture
Actual result: Unity Editor crashes
Expected result: Unity editor does not crash after camera detects an object and AR appears.
Reproduced in:2017.1.3p3; 2017.2.2p3; 2017.3.2f1; 2014.4.1f1; 2018.1.0f1; 2018.2.0b1

This problem has a solution. If you install unity 2017.2.5f1 the web camera correctly visualizes the 3D model.

I tried to do it with a webcam logitech c 270 and a camera on the iphone 5s

XR Management has evaluated this issue and determined that it does not meet our current bug severity threshold. If you would like your issue to be reviewed again, please re-submit your bug.
Also, the Vuforia Engine built in package (Vuforia Engine AR) will no longer be natively distributed and directly supported by Unity as of Unity 2019.3. The latest Vuforia Engine package will be available through the Unity Package Manager until March of 2020.
