Lightmap packing is inefficient
Reproduction steps:
1. Open attached Unity project.
2. Open "Scenes > BrettHouse" scene.
3. Go to "Window > Lighting > Lightmaps" and have a look at the packing of the lightmaps.
The fact that "BrettHouse" objects has graphical artifacts comes from the fact that the lightmaps STs are not set correctly (responded to the user so ignore this part of the bug report).
