Controllers get swapped in VR after replacing the battery of the controllers during Play mode
Reproduction steps:
1. Open the user's attached "HandSwapping.zip" project
2. Enter the Play mode
3. Remove the battery from the right controller
4. Remove the battery from the left controller
5. Wait for 5 seconds
6. Put the battery back in the left controller
7. Put the battery back in the right controller
Expected result: Controllers stay the same
Actual result: Controllers get swapped
Reproducible with: 1.1.0-preview.1 (2020.3.23f1)
Not reproducible with: 1.1.0-preview.2 (2020.3.23f1, 2021.2.3f1), 1.2.0 (2020.3.23f1, 2021.2.3f1, 2022.1.0a15)
Could not test with: 1.1.0-preview.1 (2019.4.32f1), 1.1.0-preview.2 (2019.4.32f1), 1.2.0 (2019.4.32f1) (OpenXR not available in 2019.4)
