Context menu is opened when clicking Package Manager's refresh button and Package list is not refreshed
How to reproduce:
1. Create a new project
2. Open the Package Manager (Window->Package Manager)
3. Click on the Package refresh button (spinning arrow icon)
Expected result: Package list refreshed
Actual result: Context menu is opened
Reproducible with: 2020.2.0a5, 2020.2.0b10, 2021.1.0a3
Not reproducible with: 2018.4.28f1, 2019.4.13f1, 2020.1.12f1, 2020.2.0a4
Note: Same context menu is opened when clicking the refresh button or downward-facing arrow beside it

Latest issues

Resolution Note:
This works as designed but there is a plan to separate left and right area of the button so the context menu appears only when user clicks on the right part of the button later on.
