Contents of the Build Settings window move when a platform with more settings than the window could fit by default is selected
How to reproduce:
1. Make sure that you have the Android Component installed
2. Create a new Unity project
3. Go to File > Build Settings
4. Select between 'Windows' and 'Android' platforms back and forth
Expected result: the contents of the window don't change positions
Actual result: the contents of the window change their positions
Reproducible with: 2018.1.0b1, 2018.1.9f2, 2018.2.12f1, 2018.3.0b5, 2019.1.0a4
Not reproducible with: 2017.4.13f1, 2018.1.0a7

This behavior is by design. Build Window optimization is already in the To Do list and it should be fixed in the near future.
