[Collab] Can't publish changes if you choose not to save changes made to a deleted scene
To reproduce:
1. Open the attached project
2. Create a new scene
3. Make some changes to the scene
4. Publish the scene
5. Delete the scene
6. Publish the delete
7. When the window pops up asking if you want to save changes made to the scene (which would recreate the deleted scene), choose "don't save"
Changes are not published and Collab does not respond to this in any way
Expected: Changes are published and changes made to the deleted scene are not saved
Actual: Changes are not published if you choose not to save changes made to a deleted scene
Reproduced on: 5.5.0b7, 5.4.2f1
