Cloth defies gravity at small timeScale value
Steps to reproduce:
1. Download and open attached project "Net Test.zip"
2. Open and play scene "Test"
3. Press "M" on keyboard to change time scale to .001f and notice that cloth mesh starts floating chaotically.
Expected result: Cloth mesh slows down accordingly without any floating.
Tested on Windows 10
Reproducbile in: 5.0.3f2, 5.2.2p3, 5.3.0f4, 5.4.0a5
