Cloth Constraint Paint Brush does not appear/work when editing Constraints with Brush
How to reproduce:
1. Open attached "ClothSimBlender" project and load Test scene
2. In Hierarchy select DesparoFBX/Mesh_Cape object and add Cloth Component
3. In Inspector Assign "rig" as Root Bone of Skinned Mesh Renderer
4. Under Cloth Component open Cloth Constraints
Expected result: Constraints are not only in wrong place but paint tool does not appear/work within the bounds
Actual result: Paint tool is able to detect and paint each constraint/ Brush works for whole Skinned Mesh Renderer
Reproducible with: 2017.4.16f1, 2018.2.18f1, 2018.3.0b12, 2019.1.0a10
Note: Deselecting the object in Hierarchy and selecting same object seems to fix the Constraint placement, but Brush still does not work as expected

Resolution Note:
Workaround: After adding Cloth component, set Root Bone of Skinned Mesh Renderer to the main reference point of all bones, which Transform Rotation is set to (0, 0, 0) and Scale to (1, 1, 1).
